Terms of Service
Plain terms for commercial infrastructure. Read clause 2 first — it is the one that matters.
1. Who operates this platform
Sovereign AI Services is a commercial software platform operated by Apex Intelligence Empire (ABN 71 672 237 795), registered in Victoria, Australia.

2. What the platform is not
Sovereign AI Services is a commercial software platform operated by Apex Intelligence Empire (ABN 71 672 237 795, registered in Victoria, Australia). It is not a nation, state, government or sovereign entity and confers no citizenship, nationality, legal status or rights. "Charter", "credential", "workspace" and similar terms describe software features only. The platform provides cryptographic verification, timestamping and record-keeping tools; it does not provide legal, financial, immigration or investment advice. Use is governed by the Terms of Service.
No feature of the platform creates, confers, recognises or evidences citizenship, nationality, residency, diplomatic status, sovereignty, or any right enforceable against any government.
3. Vocabulary
Terms such as "Charter", "Charter Article", "workspace", "registry membership", "agent credential", "operator account", "platform steward" and "cryptographic defence layer" are product names for software features. They carry no legal meaning and create no legal status.
4. What the service does
The platform computes cryptographic digests, canonicalises records (RFC 8785), issues signed receipts (Ed25519, ML-DSA-65, LMS), maintains an append-only record layer, and periodically anchors Merkle roots to the Bitcoin blockchain.
A receipt evidences that specific bytes existed in a specific form at or before a specific time and have not changed since. It does not evidence that the content is accurate, lawful, authorised, or authored by any particular party. Integrity proven. Truth not verified.
5. No advice
Nothing on the platform is legal, financial, taxation, accounting, immigration, compliance or investment advice. Regulatory references (including EU AI Act Article 50) are provided as context only. Obtain your own professional advice.
6. Accounts and acceptable use
Registry membership is free. You are responsible for the accuracy of what you submit and for the security of your keys and credentials. Keys generated in your browser are never transmitted to us and cannot be recovered by us.
You must not use the platform to seal or publish unlawful content, to impersonate another party, to interfere with the record layer, or to circumvent metering, rate limits or the cryptographic defence layer.
7. Fees
Self-verification, offline verification, record mirroring and Charter access are free and will remain free. A published fee schedule prices metered infrastructure (API verification, anchoring, compliance checks). As at the date of these Terms no payment processor is connected to the platform, so no fee is charged or collectable, and every action available on the platform is free at the point of use.
The routed-surplus line in that schedule corresponds to Charter Article III, which is not operational: no value has ever been routed by this platform and no routing meter exists. It is published as a price for a service that is specified but not run, not as a charge in force.
If metering is switched on, the price will be published on the pricing page before it is charged. The platform holds no client money, operates no float, takes no spread and provides no payment service.
8. Append-only records and publication
The record layer is append-only and hash-chained, and its Merkle roots are anchored to Bitcoin. In practice that means an edit or deletion cannot be made silently: it would break the chain for every mirror holding the earlier state, and anyone may mirror the record layer in full. Do not seal content you may later need removed. Where required by law we may annotate a record, and we will publish the annotation as a new entry rather than rewriting an old one.
9. Availability, warranties and liability
The platform is provided "as is" without warranty of uninterrupted availability or fitness for a particular purpose. To the maximum extent permitted by law, and subject to the Australian Consumer Law, our aggregate liability is limited to the fees you paid in the twelve months preceding the claim.
10. Intellectual property, and what you may freely take
The source code of this platform is proprietary and all rights are reserved. It is not open source, and no licence to copy, modify or redistribute it is granted by publishing it.
Two exceptions are deliberate, because our integrity claims would be worthless without them. First, everything served under /api/public/, together with /charter.json, /openapi.json, /llms.txt, /feed.xml, /sitemap.xml and the .well-known documents, may be fetched, cached, mirrored, republished and independently verified by anyone, for any purpose including commercial, with no permission and no account. Mirroring the record layer in full is expressly permitted. Second, the offline verifier may be copied, hosted and redistributed freely, so that receipts stay verifiable if this platform ever stops operating.
11. Third-party components and trade marks
This platform incorporates third-party open-source software, principally under the MIT and ISC licences, which remains the property of its authors and is used under those licences. The maintained list, including the noble-ed25519 notice carried inside the offline verifier, is published in the NOTICE file distributed with the source.
Names such as Bitcoin, OpenTimestamps, Supabase, ElevenLabs, LangChain and the EU AI Act appear on this site only to describe interoperability, standards or regulatory context. No endorsement, partnership, certification, review or approval by any of them is claimed, and none has approved anything published here.
12. Changes to these terms
These terms may change. The current version is always the one published at this address, and material changes will be summarised on the page rather than made silently. Continued use after a change is acceptance of it. Charter Articles are amended by the separate published procedure at /amendments, not by changing these terms.
13. Governing law
These terms are governed by the laws of Victoria, Australia, and the courts of that jurisdiction have exclusive jurisdiction.
